What you need to remember about the "single site" issue...

Wyre Forest's Liberal District Councillors have launched an impassioned plea for a "single site" Council Headquarters.

Liberal Group Leader Cllr Mike Oborski said today "For ages the moaners have been going on about the cost of building a single site headquarters for Wyre Forest District Council."

"What has not attracted publicity is the cost of NOT moving on to a single site!"

"Year in and year out Wyre Forest District Council pours over half a million pounds down the drain simply through NOT being on a single site!"

"The figures speak for themselves. By being on a single site the Council could save:-

  • £165,000 Rental Payments on Duke House and Vicar Street;
  • £25,000 Energy / Water savings;
  • £100,000 Reduced repairs and maintenance;
  • £40,000 IT Equipment and Lines;
  • £20,000 Reduced travel costs;
  • £10,000 Centralised procurement of office supplies;
  • £10,000 Reduced Business Rates;
  • $152,000 Reduced Workforce costs (Administration / Secretarial / Caretaking / Cleansing / Organisational Review).

"These are NOT our figures they are the latest figures on "Areas of Potential Reduction in Costs" from the District Council Treasurer's Department."

"This money should NOT be pouring down the drain year in and year out. It should be going to finance vital services and to hold down Council Tax increases!"

 "We cannot ignore the figures. If we are to deliver real value for money services for local residents then we must get the Council onto a "Single Site" H.Q.. It is absolutely essential!"

Liberals vote against Tory County Council Budget...

Worcestershire County Council today voted through a 4.94% Council Tax Increase to come into force from April this year. Because of the poor financial grant settlement from the Government the package actually involves a £3.5 million reduction in spending.

Liberal Councillors voted AGAINST the budget after the Tory and Labour Groups voted down a Liberal Democrat ammendment to switch £1.775 million from County Hall refurbishent and into highways maintenance.

Speaking in the debate Cllr Mike Oborski said:-

As a Wyre Forest District Councillor I have to say that our District has had an excellent financial settlement from the Government.

Ironically however most of the people I represent are more interested and concerned about County run services - Education, Social Services and Highways. That is where they want funding and investment.

The County has, however, been treated appallingly by the Government in terms of the grant settlement.

I welcome assurances that everything will be done to ensure that the £3.5 million cuts do not hit front line services. As a Catholic I believe in miracles - so I will pray for this one.

The highways situation in Wyre Forest is dire. Across the District we have miles of rotten roads riddled with potholes. Some issues are simply not being tackled year in and year out. To take just one small example work on roadside trees has been virtually ignored. The situation is now desperate and if we tackle the problem it will cost a fortune diverting yet more money away from road surfacing and potholes.

Chairman, why spend money now on County Hall when we are heading at speed towards yet another wave of Government inflicted local government reorganisation. It makes no sense. This is a matter of priorities. That is why I would rather that cash was switched into essential highways work.

I will be supporting the ammendment but if it is defeated I will be voting against the main Budget motion.

£620,000 on Council Chamber...

Council Tax payers across Worcestershire will be absolutely delighted to hear that the County Council intend to pay out £620,000 of your hard earned cash to refurbish the Council Chamber at County Hall. Good to know they are spending it on Councillor comfort rather than wasting it on Education, Social Services or Highways. That would never do.

Sunshine tomorrow...

Labour moved a Budget amendment "That this Council over the coming year makes every effort to reinstate the million pounds shortfall in the Highways budget".

Speaking in the debate on the amendment Cllr Mike Oborski said:-

I love this motion! It is the greatest, most forceful and most meaningful motion ever put before the Council. The only problem is that it doesn't go far enough. How about adding at the end "and furthermore we all hope that the Sun shines every day and that the fountains run with rain and that everyone is happy all the time for ever and ever".

What a great amendment this is!

It doesn't say how!

It doesn't say when!

It won't fill a single pothole!

Once again I'll pray for miracles and let's all vote for sunshine tomorrow!

The totally pointless and meaningless amendment was carried - unanimously.

TENNYSON WAY - HERE WE GO AGAIN! BETRAYED!

As Worcestershire County Council breaks yet another pledge to tackle traffic problems on Kidderminster's Tennyson Way a furious local Councillor has described the situation as "an ongoing and shameless saga of broken promises and let downs by an apparently reckless and uncaring authority which is completely failing the local community".

Local Liberal County Councillor Mike Oborski explained today "Over the last few years the Tory County Council has repeatedly promised a Pelican Crossing on Tennyson Way - by the Wordsworth Crescent Junction leading to Offmore First School - as part of the ‘Safe Routes To School’ package. ‘We’ll do the Spennells Valley Road Pelican Crossing, then the Comberton Road Pelican Crossing and then we’ll do the Tennyson Way Crossing" they pledged! That was the repeated ‘promise’ made from the County Council”.

“As late as Thursday 12th January this year they were promising a Pelican Crossing. Then a couple of days later they were suddenly talking about only doing little more than ‘kerb drops’ with NO Pelican Crossing.”

Cllr Oborski continued "On Thursday 19th January I met County Officers and Police to discuss the issue. At that meeting...

- In a last minute betrayal the Officer acting on behalf of the Tory run County Council made it absolutely clear that the County now refused to spend the £95,000 needed for a Pelican Crossing. They said that they could no longer afford it!

- They then proposed "road narrowing" measures on Tennyson Way either side of the junction rather than just the earlier desperate kerb drops madness.

- At my insistence they eventually agreed to include a zebra crossing along with the "road narrowing" proposal at a total cost of £45,000.

- They then announced that if the £45,000 isn’t spent in this Financial Year (by the end of March 2006) the money available for Tennyson Way would be only £25,000. In other words the message was you agree now or get nothing,

- Finally they then PROMISED full public consultation on the Zebra Crossing package in February this year in order to ensure a start on site before the end of the current Financial Year - that is before 31st March 2006. They promised faithfully that this must and would happen!"

Cllr Oborski said "Late on the afternoon of Wednesday 22nd February I was phoned by County Highways. I was told that they will NOT be going out to local public consultation in February and that they will NOT be starting work by the end of March"

"Apparently they don't know how much cash they have left for work this year and they don't know how much cash they will have next year and so they cannot commit to anything at the moment!"

"At least that was the story on 22nd of February although goodness knows what the story they will be coming up with tomorrow or the day after!"

"They now promise that they will come back with some sort of idea in a few weeks time."

"This a totally disgraceful, dishonourable and unacceptable way in which to treat the children and parents of Offmore First School and the local community in the Offmore area!"

"I am deeply ashamed of and very bitterly angry with the County County Council of which I am a member. It should curl up and die of shame!"

"If the County Council is to retrieve any last shred of credibility in this area then it should get a grip, get sorted and start to deliver what it promised and this community needs. Nothing else is acceptable."

Mast application withdrawn...
Local Greenhill Liberal District Councillor Rachel Lewis said today that she is "absolutely delighted that the planning applkication for a 12.5 metre higth phone mast on the pavement by the Texaco Garage near the Bruce Road junction on Kidderminster's Birmingham Road has been withdrawn by the applicants."
 
Cllr Lewis, who organised a petition against the site, said "there was very intense local public opposition to this particular proposal. A mast there would have been very visually intrusive and possibly distracting for drivers not to mention fears about the health aspects of such a siting close to many homes in a residential area of the town."
 
"I am absolutely delighted that the proposal was withdrawn and I hope that in future companies will seek less intrusive and controversial sites fot their masts".

Fran is back home today after her hip replacement operation. While she is recuperating we have an aid from Community Equipment Service to raise the level of the toilet seat. The accompanying leaflet doesn't bear thinking about:-

Drugs operation

Police have carried out 12 search warrants in the Broadwaters area of Kidderminster in the last three weeks with the aim of disrupting drug dealing.

Police have recorded several thousand of pounds worth of drugs, including skunk, crack cocaine, heroin, and ecstasy tablets, as well as recovering stolen property. Twelve people have been arrested.

The crackdown is the result of concerns raised at the first Broadwaters PACT (Partners and Communities Together) meeting on Thursday, 2nd February.

Sergeant Kevin Lane of Kidderminster Police said: “The police are going to continue to target drugs and crime associated with drugs in this area, with many more operations planned.

“We want to thank the community for their support and ask them to keep ringing the police on 08457 444888 or Crimestoppers anonymously on 0800 555111 with information to allow us to continue this momentum.

“The concerns raised by the community through PACT meetings have helped us to target criminals and we now need more residents to come forward and support us in our task, so we can work together.”

Sergeant Lane said some of the warrants had been executed in the early hours of the morning.

He said: “Drugs blight people’s lives and those that peddle such misery need to realise they cannot sleep easy in their beds. Tonight could be the night we come knocking on their door.”

Also raised at the meeting were concerns about anti social behaviour and this issue is also being tackled.

Sergeant Lane said: “Firm action will be taken with those who make life uncomfortable for local residents.”

Here we go again!

Over the years as I've plodded around delivering FOCUS newsletters I have often admired the time and trouble to which many residents go to improve the public areas of blocks of flats with carpets on the stairs and landings, pictures on the wall, tables, ornaments, plants and flowers. It gives the block concerned a distinctive character of its own and makes the whole environment warm, welcoming and homely. Great!

Well, now Wyre Forest Community Housing wants all this clutter removed. Why? You've guessed it - our old friend "health and safety". Somebody might get hurt and somebody might be liable shock horror!

Let's congratulate Wyre Forest Community Housing on their heroic endeavours to slash the sky high death and accident rates as terrified tenants take their lifes in their hands transversing risk laden landings and mass murdering carpeted staircases which would defeat even Indianna Jones!

On the other hand let's not. It's Health and Safety correctness gone mad!

Let's make life even duller and yet more boring in the epic cause of removing non-existant menaces! That, and nothing more, is what God put us on this Earth for isn't it?!

Let's be completely safe. Let's go to bed and pull the covers over our heads and never come out again. No doubt someone official will be round to make sure we are not running risks with devious pyjama cords, ferocious bed mites and malignant hot water bottles!

A VERY RESOUNDING "NO"!

Tonight saw the "consultation" meeting at Kidderminster Town Hall on the proposed reorganisation of Primary Care Trusts. They want to get rid of the Wyre Forest PCT and merge us in a single, one size fits all, Worcestershire PCT. Of course it is all for our own good you understand.

The answer from the good sized turn out at the Town Hall was a very vocal and completely unanimous "NO"!

Now if this really is "consultation" and they really are "listening" then the change will never happen.

A vast airborne armada of distinctly pink pigs has just sailed into view!

Tory County Council dump Tennyson Way crossing…

“Over the last few years the Tory County Council has PROMISED a Pelican Crossing on Tennyson Way by the Wordsworth Crescent Junction leading to Offmore First School — as part of the ‘Safe Routes To School’ package. ‘We’ll do the Spennells Valley Road Pelican Crossing, then the Comberton Road Pelican Crossing and then we’ll do the Tennyson Way Crossing’ they pledged! That was the ‘PROMISE’ made by the Tory run County Council”, reports Cllr Siri Hayward.

COUNTY DOUBLE CROSS

URGENT MEETING

On Thursday 19th January our local County Councillor Mike Oborski met County Officers and Police to discuss the issue. Here’s what emerged...

COUNTY REFUSE TO PAY!

Offmore Shopping Centre plans set for lift off…

Brand new shops (built BEFORE the old ones close), improved parking, a better view from across Tennyson Way, greater security and safety, 26 new affordable homes (2, 3 & 4 bedroom), and the chance to offer front of property parking to houses at the top of Longfellow Green — these are all features of the forthcoming Housing Company proposals for the Offmore shopping area reports Cllr Siri Hayward. Likely date for a full scale public consultation exercise is Monday 27th February.


Housing on Comberton Arms site…

Eight three bedroom and nine two bedroom houses — along with 25 parking places — are planned for the old Comberton Arms site reports Cllr Siri Hayward and Cllr Fran Oborski. We look forward to an early start!


No reply from Harriers…

We have received NO reply from the Harriers about our request to discuss Match Day parking issues! We are pursuing the matter — noisily!


Comberton Bus Stop…

“As yet we are getting no satisfaction in our demand for a Bus Shelter alongside the News Agents shop on Coronation Way” reports Cllr Siri Hayward. The fight continues.


Somerleyton Court…

“Siri, Fran and Mike have been in touch with the Police about late night nuisance around Somerleyton Court. We hope that they can get it sorted.”


Barnetts Close & Burlington Close…

We are grateful to the Head of King Charles I High School for meeting residents to hear at first hand about the vandalism and nuisance issues. We hope that these can be sorted out fast.

 


Barrie Avenue sign…

The District Council promised a new Street Name Sign on Barrie Avenue” reports Cllr Siri Hayward. “As we went to press it had not yet arrived. We want it now!”


Dunclent Rubbish…

Siri has had refuse removed from around the Dunclent Crescent flats. We have asked the Housing Company to improve rubbish and recycling facilities at the flats.


Tarmac taking over…

“Where paving stones are damaged around the Longfellow Green area they are being replaced with tarmac” reports Cllr Siri Hayward. “The result is an increasingly ugly patchwork of tarmac and paving in some parts of the area. We are seeking clarification from Wyre Forest Community Housing about what exactly is going on.”


Doggy mess bins…

We have asked for the missing Offmore Lane bin to be replaced and — at the request of local dog owners — for a bin on Somerleyton Avenue. Let us know if there is a need for a litter bin / dog mess bin in your area.


Litter on Comberton…

It’s a mess! We are demanding action!


Phone Masts…

Two Council Scrutiny Committees — one chaired by Fran Oborski the other by Mike Oborski — have unanimously urged the Council Cabinet to back a Private Members Bill in the House of Commons calling for tougher planning controls on Phone Masts. Let’s hope they back it as well!


King Charles I building cash…

“There is growing uncertainty about whether promised funding for King Charles I High School will ever become available” reports Cllr Fran Oborski. We are seeking clarification.


Comberton School Site…

Cllr Mike Oborski reports that “talks have started between the County Council, King Charles I High School and the new Comberton Primary School on how the existing Comberton Middle School site will be shared by the High School and the Primary School when reorganisation comes into force.”


Kerbside puzzle…

“The local Highways Partnership Office is trying to find out from Severn Trent if they really need the little access cover that creates the potentially lethal kerbside dip on the Station side of Comberton Road just below the Chester Road Junction” reports Cllr Siri Hayward. “We need to get that ‘dip’ removed as quickly as possible!”


Farfield “Access Only” Blitz…

Cllr Siri Hayward reports that “In a Police crack down motorists are being fined £30 on the spot for ignoring the “Access Only” Order and using Farfield as a “rat run”. If you don’t want to be fined don’t do it!”


...and Barnetts Lane…

Following the Farfield “blitz” we are pushing for Police action to prevent use of Barnetts Lane as a “rat run” reports Siri.


Hillgrove Crescent Trees...

“An expert survey will be carried out on 26th January to see exactly what work is needed on which trees. We will report the details” Cllr Siri Hayward reports.


Ashdene Close junction…

“The Police have agreed to act on inconsiderate and obstructive parking around the Ashdene Close / Tennyson Way Junction” says Cllr Fran Oborski. “We are also looking into long term measures to solve the problem.”


Burcher Green site…

“Great to see working starting on improving “the green” at the rear of St.Chad’s Church on Burcher Green.” The development has been welcomed by Cllrs Siri Hayward and Fran and Mike Oborski.


Offmore Centre puzzle…

“Wyre Forest Community Housing were planning to let the County Council take over the grossly underused Offmore Community Centre as a Disability Centre” reports Cllr Fran Oborski. “Luncheon Clubs would continue and other users would be found new homes. However the County is stalling and its intentions are unlikely to become clear before the end of January.”

Say no to masts…

BIRMINGHAM ROAD

Rachel is grateful to everyone who returned petition forms opposing the siting of a Phone Mast on Birmingham Road by the Texaco Garage. “We will fight any such proposal all the way!”

That empty house…

Yes, we all know there are legal problems but that empty house in Lyndholm Avenue really does need sorting. We are pushing County Hall for action.


Plans for Sladen use welcome…

Rachel, Fran, Graham and Paul are delighted that the Church of England has brought in consultants to report on future uses for the Sladen site for community use after the School closes in 2007. With loads of local community groups wanting to make the site their home the future of the site as a community asset looks assured.


Birmingham Road Crossing…

The Pelican Crossing on Birmingham Road by St Ambrose Church is scheduled to be installed, at long last, by April, report Rachel and Fran.


Grosvenor Avenue lines…

The Yellow Lining in Grosvenor Avenue at the Offmore Road junction will be extended to where it was before resurfacing erased it, report Cllrs Rachel Lewis and Mike Oborski.


Lea Street School site…

“What is the County planning for the Lea Street School site? As far as we can make out the County is unlikely to find any use for it”, report Cllrs Rachel Lewis and Mike Oborski. “We already have extra housing being built at the corner of Cherry Orchard and George Street. If they sell off the Lea Street School site for housing where will all the extra children go to school? We are pushing for full information on County intentions.


So where will they go to school…

The County Council is about to go to Public Consultation on future school catchment areas.

GOOD NEWS! They have agreed that St George’s CE Primary School pupils will go on to King Charles I High School!

They are now proposing that:-

Youngsters from the new developments at the former College site would go to Spennells Primary;

Oakhill Rise, Vicarage Crescent and the former Cattle Market site will go to Comberton Primary School;

Although Offmore will be the nearer they want youngsters from the Lorne Street, Villiers Street, Yew Tree Road, the nearby part of Offmore Road and Chester Road North (between the railway line and Comberton Road) to go to St George’s CE Primary;

The rest of the old Lea Street catchment area between Comberton Road and Birmingham Road will also go to St George’s.

Pallets must go…

Tim and Fran are absolutely horrified at the problems — noise, vehicles, visual impact etc., — being caused to local residents by pallet storage at Stoney Lane. We want this site cleared up and we want it cleared up fast!


Broadwaters Pelican Crossing needed…

PELICANS EVERYWHERE ELSE!

Pelican Crossings are all the rage all over the Kidderminster area — Spennells Valley Road, Comberton Road and soon on Birmingham Road near St Ambrose RC Church, reports Tim Ingham.

WHAT ABOUT BROADWATERS

So why is there no plan for a Pelican Crossing across the A449 at Broadwaters?

DANGEROUS

This must be one of the most dangerous road crossing points in the whole District!

Proposed Imperial Avenue development not a runner…

Tim, Fran, Rob and Mandy are delighted that, following vocal and well argued objections from local residents, Council Officers have agreed that the proposed housing development on the site is NOT a runner.

GOOD NEWS!

The District Council’s Planning Officers and the County Highways Department have agreed that although the land is previously developed “Brownfield” land…

The suggested access is far too narrow;

The proposed development would have an unacceptable impact in on the neighbourhood;

It would cause traffic problems in Imperial Avenue.


Broadwaters PACT…

We are delighted that PACT (Partners & Communities Together) meetings organised by the Police are coming to Broadwaters. Local Liberal Councillors will be among those serving on the PACT Board. We hope that this initiative will help to improve the quality of life for everyone in the area. 


Community use of Sladen welcome…

So where will they go to school…

The County Council is going to Public Consultation on future catchment areas for local schools. Tim and Fran spell out some of the key issues…

The County Council are proposing that children at the new St Mary’s Primary will go on to Wolverley CE High School.

Catchment areas are important because if other schools are full you are expected to send your child to the catchment area school.

Other High Schools are more likely to be full in future because they will be taking in smaller numbers.

Houses near to Sladen and the Gheluvelt Avenue, Foxholes, Greenhill Avenue areas are in the St Mary’s catchment area even though their nearest school is St George’s!

St. Georges CE Primary School will send its youngsters to King Charles I High School.

Broadwaters Centre…

Wyre Forest Community Housing are investigating alternative uses for many of its Community Centres — including the Broadwaters Community Centre. With fewer and fewer bookings these Centres are increasingly subsidised by tenants through their rent. Tim, Rob, Mandy and Fran are determined to ensure that alternative meeting places are found for tenant groups if this Centre closes.
